Looks like pick-up in Austin City limits only. Based on availability when I look at the app. I did check for drop-off outside of city limits and it did seem possible, it gave me a price quote.
The offer on the Uber blog specifies it is 20 rides, up to $25 each, good through June 19th, valid for Austin only.
