New Amex transfer limit rules

I've been balancing out my Amex revolver credit cards. In the past I have transferred limits from my oldest Amex credit card to my new cards, SPG & OBC. Recently I've tried to spread the balances equally on the 3 current cards that I have. I've been unable to do this online like previously. I had to call in and request. My request were granted however its my understanding that now the cards must all be more than 13 months old to transfer. Moral of the story is that if you card churn and receive a small limit, $2k I believe is the smallest Amex gives, you may have to wait a while to increase that new cards limit.

Any other recent data points?
