Balance transfer checks

So, I've recently been receiving balance transfer checks with rates as low as 2%. I have some potential thoughts on using them, but am concerned about getting sideways with Chase. Does anybody know what triggers shutdowns with Chase, i.e. too much borrowed, paid back too soon/too late, other?

What's the transaction fee the only ones I ever get are 3%. I wouldn't withdraw more then 80% of your credit limit and wouldn't withdraw from every chase card you own.

Why would you pay a BT fee of anything higher than 1%???

Transaction fee is 2% from United Explorer card. I have an opportunity to offset a 5% interest rate, so net 3% to me. I've never seen a 1% BT fee.

BT would be no more than 50% of credit limit.
