If there are, it would need a significant investment to hit that 3% mark.

Maybe over $100,000

That's a 1,2,3 card.

You should have a minimum of a 2 card, with around 5 on the categories listed on BOA. Amex Blue Cash and EDP are superior IMO.

Well, the BofA travel rewards card is 1.5% cash back before (max of 75%) bonus. Currently, Citi Double cash sets the baseline to 2%. If something can set my baseline to 3%, I would love to consider switching to that as my default card.

I live in CA, I did consider JCB. One problem is that its acceptance is as good as Discover. Second, the award system is convoluted, eg. if you spend 99$ a month, you get no cash-back at all.

Agreed, but you have to compromise some to get some. I regularly use the combo AMEX OBC and PP Debit to get over 5%, up to 50k a year, but that route is slightly more complicated and it comes with its own problems as well.

For straight cashback, I'm not sure if there's anything better than the BOA in the market now.

The very best you can do is the BOA travel rewards. You get 1.5% baseline rewards, which is increased by 75% if you have over 100k with them. That gets you 2.625% "cash back." I put it in quotes, b/c you actually have to have some travel expenses for it to work. You just charge any travel expense to the card, then click on their website to get reimbursed.

Nothing else really approaches this 2.625% for non-bonused spending.
