Google just bought Quest Visual, the company that makes the Word Lens Translator app that translates languages using your device's camera. You literally point your phone's camera at the sign or menu, and it translates it right on the screen - and it does it offline, so no wi-fi or cell service required once you have it downloaded.
If you are interested, download the app - the app is normally free. You will then need to go and download the language packs within the app that you want - there has been a fee for each of these in the past. Now all of the in-app language packs are free, so download as many as you think you will need for future use.
