Can't say for certain (no Krogers in WI), but according to the terms, as long as it is not a reloadable GC, it should work.

Between too many forums I can't remember where I heard it anymore but fixed value cards are a hit/miss these days, so if you are going for it, buy one first to see if you get any fuel points before committing to many more

this is back in the day where i could stack 5x, swim club and fuel points....

If you check the Kroger mobile app or website, there are a few offers on GCs you can add to your Plus card. One for Jiffy Lube, Gap, Banana Republic, Old Navy, etc., and one for $10 off two AGCs.
