Interesting dilemma on refundable ticket

I used Chase UR travel portal to book 2 tickets overseas for July 21st departure. For 2 passengers, it was 10800 UR points or $135. Due to health reasons of one of the passengers' mother, they propose to cancel the trip. Now, when I bought the tickets for them it was refundable. However, when I call UR travel to cancel, they told me to pay $57 per person to cancel.

If I let go of these tickets, that would be 10800 UR points going in the drain. But if I want to redeposit points back to the account, I will pay $114 total. I was told that I can file a claim with 'benefits' center and get the refund fee reversed. But not sure if there is a an eligibility criteria I need to meet. There's no doctor involved here.

Thoughts on what's the best was to handle? or suck it up and pay the fee? TIA
