In our area (DC) Safeway is offering $10 off purchase of an American Express Gift Card.

Beginning Sunday 6/1, Staples is offering 15% off a $25 iTunes card. (Matt says this isn't MS).

Matt is correct. For most, MS is when you spend money, keep changing the "currency" of that money, and somehow bring it back full circle (e.g. pay back your original payment method). If you have some method to pay your CC back with that iTunes card, or turn it into cash (more than you paid for it), then that would be MS.

So it's MS if you sell gift card for near what you paid for it? Regardless of you want to call it 3rd party GC churning can be a lot more profitable than VGC especially around the holidays.

Manufactured spend means spend that isn't normal spend. If you go out and buy 10 cases of Dom Perignon you spend money, but you aren't manufacturing spend. If you go on to sell them again, and the entire transaction was aimed at generating points, miles or cash then you have manufactured spend.
