No clue. Not many companies have implemented it.
Barclay Arrival Plus has Chip & Pin capability, but my experience in both Europe and Asia is that it didn't require a pin. I've read that others have had the same experience. Was pretty excited about having Chip & Pin, but not sure why it doesn't seem to actually work that way and functions like Chip & Signature, which is more common, at least in the US context.

The Barclay Arrival Plus is a "chip & signature" first, and a "chip & pin" secondary. After you receive the card, you have to use it first as a "chip & signature"; afterward, in a location (i.e., unmanned ticket kiosk in Europe) that requires the use of a pin, the card will default to "chip & pin".

Does my recent use of the Arrival at Sam's Club, as a chip-only (didn't need to sign, didn't need to input PIN), activate its C&P functionality?

I used it a lot and never was prompted to enter a pin. Hope you are right as I will be using it for trains in France next month.

It should. There's been a bit of confusion over the Arrival card's chip, since it's been introduced. The chip & pin is only used on the Arrival when the chip (no signature required) and chip & signature is not available. Make sure you log into your account prior to overseas travel and establish a PIN for the card.

As long as the option to use chip (no signature required based on dollar value) only or chip & signature is available, you will not be asked for a PIN; just make sure your PIN is set on the card prior to travel.

Chase sent my card via UPS Next Day.
Will be here tomorrow. :)
Received it today.
Some noticeable differences on the front. Not shown is the VISA Signature logo changed slightly. Doesn't have the box around the "VISA" portion.
Same CC number. Exp. Date. and CCV. So you can use either card.

The fact that you can still use either card seems like a big plus to me. Especially given the fact that the registers at some stores seem to only have semi-functional chip readers at this point in the rollout. With USAA (chip and pin), you can't do that as far as I know, as my Exp. date/CVV were different.
I would convert my Chase cards but they're all MC and I haven't yet had a chance to see if a product double dip will work for me. :(

My experience is that chip and signature will work almost everywhere in Europe, with the exception of unmanned kiosks (trains, etc).

My experience is also that the Andrews FCU visa with a chip+pin I got, ran as chip and signature, everywhere but those unmanned kiosks. It generally just confuses the clerk when a receipt spits out... I was probably only asked to sign maybe 60% of the receipts. There's reports of almost any USA issued "chip+pin" card defaulting to chip and signature first. The one exception I am aware of is the UN Credit Union. I am considering getting one just to blend in a little better :)

so will Chip and Sign work in Europe?
I does work *most* places. On occasion, there will be a merchant that insists on chip + pin. And it is absolutely true about public transportation if it is unmanned. Got to have chip + pin. Indeed, one of my sons studied abroad in Germany and he was the only one of his friends that had a chip + signature card. He never had any trouble anywhere. Most of his friends held their breath every time they presented their credit card.

Most of the American chip cards are chip + signature. I think Andrews Federal Credit Union GlobeTrek Rewards was one of the only ones for some time, and then Barclay Arrival + announced in the spring that they were adding it to their card. I travel internationally frequently and was really pleased to see this from Barclay, although most of the time the many chip + signature usually work fine.

Also, don't forget that just because it is is chip + signature, it might still have foreign transaction fees. Don't take it abroad if it does have them!
